HMRC Digital Roadmap Makes Clean Records a Business Control

HMRC's 2026 Transformation Roadmap update makes the direction of travel clear: tax administration is becoming more digital, more automated and more compliance-led.

The update says 78% of customer interactions with HMRC now take place digitally, with an ambition for at least 90% by 2030. It also points to 2.8 million new HMRC app users in 2025 to 2026, nearly 20 million Personal Tax Account users, 5,500 additional compliance officers, greater use of artificial intelligence, stronger informant rewards and new powers aimed at dishonest tax advisers.

For small businesses, landlords and company directors, this is not background policy. It changes the standard for record keeping. If HMRC is using more digital services, more data and more compliance capacity, weak records become easier to spot and harder to explain.

Why it matters

Clean records are no longer just an accountant's preference. They are becoming a business control.

Making Tax Digital for Income Tax has already moved quarterly records and submissions into the centre of the compliance conversation. The wider roadmap shows the same pressure across HMRC: more digital interaction, more automation, more enforcement capacity and less tolerance for avoidable admin failure.

That matters because most business tax problems do not start with fraud. They start with missing evidence, unclear responsibilities, late updates, mixed personal and business records, poor adviser notes or decisions that were never written down. In a more digital HMRC environment, those gaps become commercial risk.

Businesses should treat tax records like operating infrastructure, not year-end paperwork.

Minimum operating standard:

keep sales, expenses, payroll and VAT evidence in one controlled digital system;

document who is responsible for updates, checks and submissions;

keep written notes of adviser recommendations and decisions;

review MTD readiness before quarterly reporting creates deadline pressure;

fix record gaps early, before HMRC asks the question.
